Company Requirements

To be able to apply for this financing line, your company must meet the following requirements

• Be a business of any size (SME or large company): self-employed entrepreneurs, commercial corporations, cooperatives, foundations, associations, and civil partnerships, with or without legal personality.
• Have a facility in Navarre where the subsidized project is carried out.
• Be registered for the Economic Activities Tax (IAE).
• Be registered, or have applied for registration, in the Navarre Industrial Registry where applicable (Art. 3 of Regional Order 152/2013).
• Applicants without legal personality must appoint a single representative or authorized agent and specify in the application the implementation commitments of each member.
• Have a Digital Transformation Plan (PTD) and/or a Cybersecurity Plan (PCS) subsidized under one of the following programs:
  • DTP: Activa Industria and Activa Crecimiento; Government of Navarra’s Itinerarios 4.0; Agentes del Cambio – Kit Consulting.
  • CSP: Activa Cybersecurity; cybersecurity consulting services from Kit Consulting; cybersecurity consulting services from the Navarra Cybersecurity Center.
• Compliance is demonstrated through a sworn statement included in the application form.

Limits

The following limits apply to this financing line

• The following are not eligible:
  • Companies in the fishing, aquaculture, and primary agricultural production sectors.
  • Public-sector entities.
• The de minimis aid limit must not be exceeded: the total amount granted to a single company may not exceed €300,000 over any three-year period.
• Projects that constitute an update or maintenance of a project previously funded under the Promotion of Digital Business 2024 or 2025 calls for proposals are not eligible.
