Company Requirements

To be able to apply for this financing line, your company must meet the following requirements

• Be a company of any size (SME or large company): self-employed entrepreneurs, commercial companies, cooperatives, foundations, associations and civil partnerships, with or without legal personality.
• Have an establishment in Navarre where the subsidised project is carried out.
• Be registered for the Business Activities Tax (IAE).
• Be registered, or have applied for registration, in the Navarre Industrial Register where applicable (art. 3 of Foral Order 152/2013).
• Applicants without legal personality must appoint a single representative or attorney and state in the application the execution commitments of each member.
• For modality A.2 (40%): be drawing up a Digital Transformation Plan (PTD) and/or a Cybersecurity Plan (PCS) at the time of application.
• Compliance is proven through a responsible declaration included in the application form.

Limits

The following limits apply to this financing line

• The following are not eligible:
  • Companies in the fishing, aquaculture, and primary agricultural production sectors.
  • Public-sector entities (Art. 2.1 of Law 40/2015).
  • Companies engaged in activities prohibited by Royal Decree-Law 10/2025.
• The de minimis aid limit must not be exceeded: the total amount granted to a single company may not exceed €300,000 over any three-year period (Regulation (EU) 2023/2831).
• Projects that constitute an update or maintenance of a project previously funded under the Promotion of Digital Business 2024 or 2025 calls for proposals are not eligible.
