Company Requirements

To be able to apply for this financing line, your company must meet the following requirements

• Have a tax residence in Spain.
• Be:
  • Companies with their own legal personality, of any size: micro, small, medium, and large enterprises.
  • Individuals engaged in economic activity who offer goods and/or services on the market and are registered in the AEAT’s Census of Business Owners, Professionals, and Withholding Agents.
  • Universities and research and development centers with their own legal personality.
  • Consortia and business groups with their own legal personality.
  • The public sector as defined in Article 2 of Law 40/2015 (state, regional, and local governments and their affiliated entities).
• Company size determines the aid intensity (micro/small: 50%; medium: 40%; large enterprises: 30%, generally speaking).
• Applicants without economic activity: may qualify for a maximum aid intensity of 70%, but must provide documentary evidence of this status.
• The following are not eligible to apply for this subprogram: energy service companies, homeowners’ associations, and third-sector entities (they are only eligible for other INNOVAE subprograms).

Limits

The following limits apply to this financing line

• Only one application per beneficiary and location for this call for proposals.
• Minimum savings of 60 tep/year per project: projects falling below this threshold are not eligible.
• Exclusion criteria for evaluation: Projects that do not meet the requirements of the guidelines, those that do not demonstrate innovation, those that consist solely of studies, and those that do not score at least 50 points out of 100 will be excluded.
• Excluded from this subprogram: initiatives related to industrial or production processes and the manufacture of prototypes, as well as the deployment of electric vehicle charging infrastructure.
• This is not de minimis aid. It falls under Regulation (EU) No. 651/2014 and therefore does not count toward the company’s €300,000 de minimis limit. However, it is subject to the maximum aid intensities set forth in Article 38 of that Regulation (aid for investment in energy efficiency measures other than those in buildings). Applicable percentages:
  • Rest of the territory: large enterprises 30%, medium-sized enterprises 40%, small enterprises 50%.
  • Assisted areas under Article 107(3)(c) of the Treaty: large enterprises 35%, medium-sized enterprises 45%, small enterprises 55%.
  • Assisted areas under Article 107(3)(a) of the Treaty: large enterprises 45%, medium-sized enterprises 55%, small enterprises 65%.
  • Applicants without economic activity: 70%, as specified in the guidelines.
  • How the figures are calculated: the base is 30%, increased by 10 percentage points for medium-sized enterprises and 20 points for small enterprises, plus 5 points in assisted areas under Article 107(3)(c) and 15 points in those under Article 107(3)(a).
  • These aid intensities are applied to the eligible cost after deducting the reference investment, not to the total cost of the project.
  • The increase based on the assisted area is automatically calculated by the application form when the municipality is entered. It can also be verified on the “Regional Aid Map” published on the program’s website (Regional Aid Map of Spain 2022–2027, mid-term review).
