Company Requirements

To be able to apply for this financing line, your company must meet the following requirements

• Have a tax domicile in Spain. A foreign subsidiary with a permanent establishment in Spain may participate provided that its tax domicile is in Spain.
• Be:
  • 1) Companies in the industrial sector whose CNAE 2025 division code is one of the following:
    • 07 mining of metallic minerals · 08 other extractive industries · 09 support activities for the extractive industry
    • 10 food industry · 11 beverage manufacturing · 13 textile industry · 14 apparel manufacturing · 15 leather and related products industry
    • 16 wood and cork industry (excluding furniture) · 17 paper industry · 18 printing and reproduction of recorded media
    • 19 coke production and petroleum refining · 20 chemical industry · 21 pharmaceutical manufacturing · 22 rubber and plastic product manufacturing
    • 23 Manufacture of other nonmetallic mineral products · 24 Metallurgy · 25 Manufacture of metal products (excluding machinery and equipment)
    • 26 computer, electronic, and optical equipment manufacturing · 27 electrical equipment and apparatus manufacturing · 28 machinery and equipment manufacturing, n.e.c.
    • 29 manufacturing of motor vehicles, trailers, and semi-trailers · 30 manufacturing of other transportation equipment · 31 manufacturing of furniture · 32 other manufacturing industries
    • 33 repair, maintenance, and installation of machinery and equipment
• 35 supply of electricity, gas, steam, and air conditioning · 36 water collection, treatment, and distribution
  • 37 Wastewater collection and treatment · 38 Waste collection, treatment, and disposal · 39 Decontamination and other waste management services
• 2) Energy service companies, as defined in Article 19 of Royal Decree-Law 6/2010: companies that carry out the investment at the client's premises and take on economic risk, because they are paid wholly or partly on the basis of the energy savings achieved. They must operate under an energy services contract with verifiable, measurable or estimable savings, and pass on the aid to the owner or operator of the facilities where the project is carried out.
• Primary or secondary CNAE: An entity whose primary CNAE is not on the list may be eligible through an eligible secondary CNAE, provided that the project directly and effectively corresponds to that activity, that the activity has a real, verifiable, and significant presence within the company’s operational structure—not merely a formal registration—and that the link between the project and that activity can be documented in the application and the technical report.
• Multiple production sites: There is no limit on the number of applications a single company may submit for different locations. One application must be submitted per industrial plant, clearly identifying where the investment is being made.
• The size of the company determines the aid intensity (small: 50%, medium: 40%, large: 30% as a general rule).
• The following are ineligible to apply for this subprogram: self-employed individuals, universities and R&D centers, consortia and business groups, the public sector, homeowners’ associations, and third-sector organizations.
• Note on the CNAE list: Divisions 12 (tobacco) and 34 are not included and are therefore excluded.

Limits

The following limits apply to this financing line

• Only one application per beneficiary and location in this call for proposals; one per industrial plant.
• Incompatible with Energy Saving Certificates (CAE): A project funded by the National Energy Efficiency Fund cannot subsequently be the subject of a CAE application.
• This is not de minimis aid. It falls under Regulation (EU) No. 651/2014 and therefore does not count toward the company’s €300,000 de minimis limit. However, it is subject to the maximum aid intensities set forth in Article 38 of that Regulation (aid for investment in energy efficiency measures other than those in buildings). Applicable percentages:
  • Rest of the territory: large enterprises 30%, medium-sized enterprises 40%, small enterprises 50%.
  • Assisted areas under Article 107(3)(c) of the Treaty: large enterprises 35%, medium-sized enterprises 45%, small enterprises 55%.
  • Assisted areas under Article 107(3)(a) of the Treaty: large enterprises 45%, medium-sized enterprises 55%, small enterprises 65%.
  • Applicants without economic activity: 70%, as established in the guidelines—this has no practical relevance here, because only companies and energy service companies may apply.
  • How the figures are calculated: the base is 30%, increased by 10 percentage points for medium-sized enterprises and 20 points for small enterprises, plus 5 points in assisted areas under Article 107.3.c) and 15 points in those under Article 107.3.a).
  • These aid intensities are applied to the eligible cost after deducting the reference investment, not to the total cost of the project.
  • If costs are determined without a comparative analysis or a bidding process, the aid intensities are reduced by half.
  • The increase based on the assisted area is automatically calculated by the application form when the municipality is entered. It can also be verified on the “Regional Aid Map” published on the program’s website (Regional Aid Map of Spain 2022–2027, mid-term review).
