Company Requirements
To be able to apply for this financing line, your company must meet the following requirements
- Be an entrepreneur: an individual, a founding team, a self-employed person, a civil partnership, a community of property, a cooperative, an employee-owned company, or another business entity, provided it is a microenterprise or small business.
- Microenterprise: fewer than 10 employees and annual revenue or total assets not exceeding 2 million euros.
- Small business: fewer than 50 employees and annual revenue or total assets not exceeding 10 million euros.
- Individuals and self-employed persons must be at least 18 years old and registered with the CAE as of the application date.
- Conduct, or plan to conduct, business operations at a physical, street-level establishment located in an urban area within the Autonomous Community of the Basque Country.
- Be registered, or plan to be registered, under one of the following categories of the IAE (Section One):
- Group 64 – Retail sale of food, beverages, and tobacco in permanent establishments (except groups 646.3, 646.4, 646.5, 646.6, and 647.5).
- Group 65 – Retail trade in non-food industrial products in permanent establishments (except groups 654 and 655).
- Group 662 – Mixed or integrated retail trade.
- Group 691 – Repair of household electrical appliances, motor vehicles, and other consumer goods.
- Class 97 – Personal services (except groups 974 and 979).
- Program eligibility requirements:
- Guidance: Have a new business idea to be developed in the CAE that falls under the eligible IAE categories; not be registered under the IAE category associated with the new business idea before January 1, 2026 (in the case of a business transfer, the transfer cannot have taken place before that date).
- Investments and Expenses: Registration with the IAE for the activity covered by the Business Plan no earlier than January 1, 2025 (in the case of a business transfer, no earlier than that date); have a feasible business plan dated after January 1, 2024 that meets the minimum content requirements.
